José Maria Pereira Neves, considered a discreet and moderate man, was born on March 28, 1960, in the island of Santiago. As a young man, he was characterized by his teachers as a “quiet and timid boy”. Nevertheless, some of them foresaw his success, stating that “the boy would go far...” After completing his education in Cape Verde, Neves earned his Bachelor of Arts degree in Public Administration from the School of Business Administration of Sao Paulo, Brazil. When Neves returned to Cape Verde, he began his career in the Ministry of public administration, which placed him in the center of the struggle to build a modern democratic state and reform the archaic structure and practice of public administration inherited from the colonial era. An inteligent man, Jose Maria Neves became the youngest Prime Minister of Cape Verde ever at age 45. |

The political life of José Maria Pereira Neves was formed in the “generation of independence” and nurtured in the Amilcar Cabral African Youth organization where his leadership skills were first recognized. He gradually rose in the ranks of the African Party for the Independence of Cape Verde (PAICV).In 2000, he won the local elections in his hometown of Santa Catarina and became Mayor and soon thereafter was elected both his party and parliamentary leader. In January 14, 2001, he led his party to victory in the legislative elections, after 10 years in opposition, and was designated Prime Minister and Head of Government of the Republic of Cape Verde on February 1, 2001. In Cape Verde’s fourth consecutive democratic legislative elections held on January 22, 2005, José Maria Neves led once again his party to a landslide victory at the polls and his second term was reconfirmed on March 8, 2005. more >> |
